President and Chief Executive Officer
Cynthia Garneau joined VIA Rail as President and Chief Executive Officer in May 2019. Prior to her appointment, Ms. Garneau was President of Bell Helicopter Textron Canada Ltd. since 2016, where she led an integrated strategy to keep operations competitive and viable in an ever-changing global market.
Possessing over 20 years of experience in the aerospace industry, she has experience leading complex teams and projects in a number of areas of operation, including Supply Chain Management, Corporate Affairs and Government Relations.
Prior to Bell Helicopter, she held various technical and leadership roles at Bombardier Aerospace, where she helped launch several major aircraft program initiatives as part of the Strategic Sourcing group and key negotiations for the Business Aircraft group.
Cynthia Garneau has served on various boards, including the Aerospace Industries Association of Canada, where she served as Chair in 2017-2018, and Aéro Montréal Aerospace Cluster in Quebec. She has also been a Board member of the Fondation de l'Hôpital Régional de St-Jérôme.
In addition, Ms. Garneau was a member of the Economic Strategies Table on Advanced Manufacturing, an initiative launched by the Minister of Innovation, Science and Economic Development as part of the Government of Canada’s Innovation & Skills Plan, which is made up of industry leaders. Their mandate is to set ambitious growth goals, identify sector-specific challenges lay out an actionable roadmap to achieve their goals.
Possessing a Bachelor of Specialized Education as well as a Bachelor of Law, both from Sherbrooke University, she has been a member of the Québec Bar since 1994.
Chief Operating Officer
Mr. Lemay joined VIA Rail in August 2020. As Chief Operating Officer, he oversees the direction, alignment and operational performance of all activities related to the experience we offer passengers in our stations and on our trains, including customer service, maintenance and engineering, transportation and safety, and facility management.
With more than 25 years of experience in senior leadership positions, including some 20 years in the people mobility industry, Dominique has experience leading large multidisciplinary teams, in both unionized and non-unionized environments, in the operation of intra and intercity transportation networks. In his most recent role as Executive Director of Operations (COO) of EXO, he oversaw commuter rail services for the greater Montreal area as well as bus and paratransit services for adjacent regions. His responsibilities included operational planning, procurement, infrastructure, services delivery and network protection.
As CEO of Transdev Canada, he was responsible for the financial viability of the organization’s Canadian division, leading a team of over 1,300 employees in the management of urban, suburban, school, adapted and long-distance bus services as well as rails services. Prior to joining Transdev Canada, Dominique served as Executive Director – Metro at the Société de transport de Montréal (STM) where he was in charge of the Montreal Metro operations, leading a team of 2,500 employees responsible to deliver service, maintain the equipment and ensure safety and security.
Mr. Lemay holds a bachelor’s degree in Industrial Engineering and a certificate in Business Administration from Université du Québec à Trois-Rivières (UQTR), as well as a certification from the CIREM – HEC Montréal Executive Program.
Chief Employee Experience Officer
Ms. Bergeron joined VIA Rail in 2016. As Chief, Human Resources, she is responsible for employee relations, global compensation, consulting services and organizational development, talent acquisition, and training and development. Her mandate is to develop a human resources management strategy that facilitates and supports the realization of our business strategy and achievement of corporate objectives.
Ms. Bergeron has more than 30 years of experience in human resources, and spent several years in the transport sector as Vice President, Human Resources and Development for Nova-bus, a division of Volvo, as Senior Vice President, Strategy and Orientation for Rail Cantech, and as National Director H.R. for GE Aircraft Engines. Her career path demonstrates a strong expertise in improving organizational efficiency and talent management in national and multinational corporations, including time at the Crown corporation Hydro-Quebec. Ms. Bergeron has a Bachelor’s degree in industrial relations from l'Université de Montréal and a specialization in Organizational Development from the National Training Laboratory.
Chief Mechanical and Maintenance Officer
Mr. Bergeron joined VIA Rail in November 2017. As Chief Mechanical and Maintenance Officer, he is responsible for the maintenance and performance of VIA Rail’s car and locomotive fleet. His mandate is to optimize the processes and work methods of the maintenance teams to ensure reliability of the rolling stock. He is responsible for mechanical services, maintenance of our equipment, technical and engineering services, as well as the apprenticeship program. VIA Rail’s main maintenance centres are located in Montreal, Toronto, Winnipeg and Vancouver.
Prior to joining VIA Rail, Mr. Bergeron served as the Vice President and Chief Mechanical Officer at Amtrak in the United States. He is an operations executive with over 30 years of experience in the railway industry, and has also held several senior leadership positions at CP Rail in Alberta and Québec.
Mr. Bergeron received his Bachelor’s degree in Industrial Engineering from the École Polytechnique de Montréal, holds a Diploma in Management from McGill University and Management Development Program from Darden School of Business, UVA.
Chief Business Transformation Officer
Ms. Corriveau joined VIA Rail in 2014. As Chief, Business Transformation Officer, she is responsible for transforming and modernizing business solutions, both internally and for clients. She oversees the Information Technology Group, the Corporate Project Management Office, and the Innovation Group. She also leads the development of the High Frequency Rail proposal, for which funding was allocated in June 2019 by the Government of Canada to further explore the project.
Prior to joining VIA Rail, she was Vice President of Global Business Services at IBM and President of LGS Group. During her 25-year career at IBM, Ms. Corriveau managed complex organizational and operational changes to support the company's growth. Her experience encompasses all aspects of Information Technology.
Sonia Corriveau holds an MBA from the Université du Québec à Montréal and a Bachelor's degree in Computer Science from Université de Sherbrooke.
Ben Marc Diendéré
Chief Public Affairs and Communications Officer
Mr. Diendéré joined VIA Rail in 2020. As Chief Public Affairs and Communications Officer, he is responsible for the strategic direction, alignment and operational performance of activities related to internal and external communications, public affairs and media relations, as well as government and stakeholder relations.
Prior to joining VIA Rail, Mr. Diendéré was at La Coop fédérée since 2011, where for the last five years he held the position of Senior Vice President, Communications, Public Affairs and Brand Management and was a member of the Executive Committee. Between 2005 and 2011, he held senior executive positions at Québécor Média and before that at Partenariat International Jean-Louis Roy and SODEC.
Mr. Diendéré studied at University of Paris 2 Panthéon-Assas (Media and Communications Institute), earning a Diploma of Higher Specialized Studies in Communications and Administration. He obtained a Master’s degree in Sociology of Communications and Information at Ouagadougou University and a DESS (graduate degree specializing in management - cultural organizations) from HEC Montréal.
Patricia Jasmin, CPA, CA
Chief Financial Officer
Ms. Jasmin joined VIA Rail in 2007 and served as the Corporate Controller prior to her appointment as Chief Financial Officer. As Chief Financial Officer she is responsible for financial administration, internal and external financial reports, budgets and controls, internal and external audits, corporate purchasing, and pension investment management. Ms. Jasmin is a key contributor to the corporate planning process. Her mandate is to ensure the integrity and accuracy of our financial processes, results and reports. Ms. Jasmin closely works with the Corporation’s internal and external auditors and supports the Board of Directors' Audit and Finance Committee.
Before joining the Corporation, Ms. Jasmin worked for large retail organisations such as Costco and Loblaw Companies Ltd., and in the telecommunications sector with Rogers and Téléglobe. Through her extensive experience in finance and administration, Ms. Jasmin brings a unique expertise and vision in terms of financial management, continued improvement, and governance to VIA Rail.
Ms. Jasmin has a Bachelor’s Degree in Business Administration from HEC (Université de Montréal) and is a member of the Canadian Institute of Chartered Accountants holding the CPA,CA designation.
Chief Commercial Officer
Mr. Landry joined VIA Rail in 2014. As Chief Commercial Officer, he oversees all business activities relating to business development including sales and strategic partnerships, commercial planning (network planning and revenue management), marketing and communications (web, brand, customer relationship management and advertising) as well as product and service design.
From 2016 to 2019, Mr. Landry led VIA Rail’s $989-million Fleet Replacement Program, a project which will see 32 brand new trainsets delivered for service in the Québec City – Windsor corridor beginning in 2022. Mr. Landry led the project from the launch of the initial procurement process in 2016 to the selection of Siemens Canada as official supplier in 2018, and through the creation of the various internal project teams in 2019.
Mr. Landry spent 30 years with IBM, where he led several business units in North America and Europe in various executive roles. He is a graduate of the University of Ottawa with an Honours degree in Finance.
Chief Legal & Risk Officer
Mr. Legault joined VIA Rail in 2014. As Chief Legal & Risk Officer, he is responsible for the Corporation’s governance, secretariat, and all legal matters related to VIA Rail’s operations. He also oversees the management of its rail safety compliance as well as the implementation of its enterprise risk management and insurance claims program.
Prior to joining VIA Rail, Mr. Legault practiced law for several years in Montréal and held a number of senior leadership roles in the corporate legal sphere, including serving as Vice-President, Legal Affairs at Bell Canada and Gildan Activewear, and as General Counsel and Corporate Secretary at Transat. He possesses a wide range of experience with respect to corporate legal services and management of compliance, including governance, litigation management, contracts, acquisitions and divestitures, with particular expertise in the provision of legal advice aligned to corporate strategies and objectives.
Mr. Legault obtained his law degree (LL.B) at the University of Ottawa, and is a member of the Barreau du Québec.
